SOLID & LIQUID WASTE COLLECTION BYELAWS 2024 NOW IN FULL FORCE AND EFFECT

Freetown, 9 June 2026: The public is hereby informed that the Freetown City Council (‘FCC”) has signed a Memorandum of Understanding with the Sierra Leone Police (‘SLP”) in respect of the effective enforcement of Freetown’s new Solid and Liquid Waste Collection bylaws (Statutory Instrument No. 14 of 2024). Compliance with the new bylaws is being promoted through the #DortiMusGo campaign and the partnership between FCC and SLP will help to ensure that all households, businesses and institutions fully comply with the bylaws.

All households, businesses, and institutions are required to register with the designated FCC approved waste collection service provider within their respective block. Only FCC approved service providers have the legal mandate to collect waste across Freetown’s 8 blocks across the 48 wards.

The system is simple: register with your assigned service provider, pay through approved channels and track your collection schedule via the Smart City Services App or directly with your service provide.

Payment for waste collection:

Payment for waste collection services must be made in advance monthly through the Smart City Services Mobile App available on Play Store, via the Smart City Web Platform at https://corporate-payments.smartcity-services.com or through USSD by dialling *715*123#. Payment to unapproved waste collectors or through channels outside the FCC-approved payment systems is illegal. Block 6 customers are to use the Dorti Box app.

Waste collection Bins and Bags:

Residents are encouraged to use standardized FCC approved waste collection bins and bags, available from the approved service providers and designated suppliers.

Dumping or burning waste in drains, streets, waterways, or open spaces is strictly prohibited. Street trading that obstructs waste collection routes is not permitted. By using FCC approved service providers, we can be sure that waste is deposited at the approved dumpsites at Kingtom and Kissy.

Penalty:

Failure to comply with the new byelaws will result in penalties, including fines of up to

NLe 5,000, imprisonment of up to six months, or both. A Joint Enforcement Team comprising FCC Metropolitan Police, the SLP, and the judiciary will be actively enforcing compliance across all blocks in the coming weeks.
