What are the new Sanitation Byelaws?
The new Sanitation Byelaws are regulations introduced by the Freetown City Council (FCC) to formalize and modernize waste management, collection, and disposal throughout Freetown through public-private partnerships. These byelaws aim to make our city cleaner, safer, and more environmentally friendly.
Why are these byelaws being introduced?
The byelaws are being introduced to create a safer, fairer, and smarter waste management system for all residents of Freetown. Clean streets don’t just happen – they require organized systems, clear responsibilities, and community participation.
When do the new byelaws come into effect?
The byelaws will be implemented soon. We will update this page with the exact implementation date as soon as it is finalized.

Registration and Services
Who needs to register for waste collection services?
All residents, businesses, and institutions in Freetown must register for waste collection services with their designated service provider.
Who are the approved service providers?
The FCC-approved waste management service providers are:
- EcoSpringSL (serving Blocks 1 & 7)
- MWCMSL (serving Blocks 2 & 3)
- SEEDAC SOLUTIONS (SL) (serving Blocks 4 & 5)
- FWT (serving Block 6)
- Alphatek (serving Block 8)
How do I know which service provider covers my area?
Freetown has been divided into 8 blocks (covering 48 wards). Each block has an appointed waste management Service Provider. You can find your provider by checking the “Find Your Service Provider” page where you can search by community, ward, or block.
How do I register for waste collection services?
You can contact your designated service provider directly using the contact information available on our “Find Your Service Provider” page or by visiting the “Register For Your Waste Collection” page. Pre-registration is now open.
How much will waste collection services cost?
There will be fixed waste collection fees for households, businesses, and institutions. The exact fee structure will be announced soon.
What if I have complaints about my service provider?
If you have concerns or complaints about your service provider, please contact the Freetown City Council at [contact information to be added]. We are committed to ensuring quality service for all residents.
Can service providers change in the future?
The current service provider arrangements are established by the FCC. Any changes to service provider designations would be officially announced through the Freetown City Council channels.
Collection and Compliance
How often will waste be collected?
There will be standard waste collection pick-up schedules established by your service provider. Contact your provider directly for specific schedule information for your area.
How do I pay for waste collection services?
Payments will be made via a new digital payments system. More details about payment methods will be provided soon.
What happens if I don't register for waste collection?
Non-compliance with the byelaws can result in penalties, including fines up to Nle 5,000, imprisonment up to 6 months, or both. As we say: “Cross the dorti line and pay the dorti price!”
Can I continue using my current unregistered waste collector?
The new byelaws require all waste collection to be done by FCC-approved service providers. However, existing waste collectors are encouraged to work with and may be absorbed by the official service providers for their areas.
I believe this is a very positive step taken by Our Lord Mayor. At least one big hurdle cleared towards our health in our country. We as citizens has to make it happen (take responsibility), noto all tin pas government.
Secondly Madam Mayor, our healthcare service needs an overhauled. Make we get a sustainable medical facilities that’ll cater for all, not just the rich ma. Make r tok half n lef half ya, for bambai tumara 😃😃.
